Frequently Asked Questions (FAQs) on the New Raffles Choice Rider and Changes to the Raffles Key Rider

The Ministry of Health (MOH) has announced revisions to Integrated Shield Plan (IP) rider parameters on 26 November 2025.

From 1 April 2026, IP riders will not be allowed to cover the minimum IP deductible set by MOH based on different ward class. Minimum co-payment cap will be raised to $6,000, excluding the minimum IP deductible.

In view of the revisions, Raffles Health Insurance (RHI) will have the following actions:

1. Launch a new IP Rider (referred to as “Raffles Choice Rider”) that complies with the new requirements and cease sales of the existing Raffles Key Rider from 1 April 2026.

2. Policyholders who purchase existing Raffles Key rider (new business or mid-term addition of rider) between 27 November 2025 and 31 March 2026 (both dates inclusive) will be transitioned to the new Raffles Choice Rider no later than their next policy renewal after 1 April 2028. They may also switch to the new rider when it is available from 1 April 2026, if they wish to do so earlier. There is no additional underwriting for the transition or switch.

3. Policyholders who had purchased existing Raffles Key Rider before 27 November 2025 will have no immediate impact. RHI is currently assessing the approach and will inform them in due course.

Drivers of Premium

Your premiums are used to pay for commissions, claims and other expenses involved in administering your policy*.

The cost of claims would change depending on the claim size and number of claims submitted by policyholders. In the past 3 years, the average bill size average bill size had decreased by 22%² and increased by 32% in the public and private healthcare institutions respectively. The number of claims submitted per policyholder had also increased by 150%².

Note

  1. As Raffles Shield was launched in 2018, Raffles Health Insurance’s expenses includes set up as well as operational costs. As a result, this leads to high expense ratio in its early years. This is within the company’s expectation and the ratio will decrease as the portfolio grows.
  2. RHI only had less than 20 public healthcare institutions claims cases and private healthcare institutions claim cases respectively in 2019.
  3. All the figures are gross figures.

COVID-19 Updates

Coverage for COVID-19

As of 20 October 2020, all Singaporeans, Permanent Residents and Long-term Pass Holders, who travelled out of Singapore and are hospitalised for symptoms for COVID-19 within 14 days of their return, will receive cover on their Raffles Shield Plan, for COVID-19 treatment received on and after 20 October 2020.

Coverage for Adverse Effects from COVID-19 Vaccination

In aid of national public health efforts, we will be extending our Raffles Shield Plans on a free and automatic basis to cover inpatient treatment of any adverse/ side effects experienced by the Insured from COVID-19 vaccination. This extension of cover is effective from 18 January 2021.

This will apply to all Insured who receive COVID-19 vaccinations approved by the Health Sciences Authority (HSA). This special coverage will be provided till 31 December 2022.
